Summary

Fort Albany First Nation Kaa Yaa Me Sta Maa Ket Director will oversee the First Nation Representative, Prevention, Post Majority Care, Law Development and Administration of the Kaa Yaa Me Sta Maa Ket Program. The Kaa Yaa Me Sta Maa Ket Director will ensure that the best interests of children and families who are involved and/or at risk of becoming involved with Child Welfare and/or Child Wellbeing agencies are supported and serviced. Kaa Yaa Me Sta Maa Ket Director is responsible for providing direction, coaching and oversight in all matters pertaining to child welfare protection services ensuring alignment to FAFN policies and procedures as well as the legal framework of the Child and Family Services Act.

 

DUTIES AND RESPONSIBILITIES:

As the Director, charged with the management of the child welfare programs, the Director shall:

 

  • Prepare and submit proposals to improve the delivery of child and family services to the

Advisory Committee and Chief Executive Officer, this also includes Capital Projects

  • Financial Reports submission to Indigenous Service Canada and any other funding sources
  • Ensure to be updated on the current Canadian Human Rights Tribunal work through Nishnawbe Aski Nation, Caring Society and Deputy Chief/First Nation Representative table with Payukotayno
  • Exercise adequate control of the Kaa Yaa Me Sta Maa Ket expenditures as delegated by the Child Welfare Advisory committee and/or Chief and Council,
  • Deliver monthly report to the Child Welfare Advisory Committee and Chief Executive Officer
  • Ensure the services are delivered with a respect for and sensitivity to the culture and the

needs of its constituent First Nation communities.

  • Develop protocols with Child Welfare and Child Wellbeing agencies that are involved with Fort Albany First Nation members
  • Oversee Child and Family Services Law Development through the Child Welfare Advisory Committee and Law Development Liaison worker
  • Ensure agency services are delivered as required by:
    • The policies and procedures,
    • The laws, regulations, and standards in effect in the Province of Ontario
    • The protocols in effect within the constituent communities, and
    • Accepted Social Work practices and principles.
  • Ensure the agency maintains accurate and current information systems to evaluate its

child welfare operations.

  • Support and apply quality assurance methods to control the delivery of its services.
  • Manage the Child Welfare human resources by:
    • Supporting the promotion of a positive labour environment
    • Supervising the Child Wellbeing Manager, Law Development Liaison, Quality Assurance, Finance Supervisor, Information Technologist and Human Resource Generalist
    • Ensuring the effective operation of the performance Evaluation system
    • Personally, evaluating the performance of supervisors and mangers
    • Expeditiously recruiting appropriate staff as required
    • Ensuring the provision of appropriate training programs for staff
    • Deploying staff effectively throughout the Kaa Yaa Me Sta Maa Ket programs
    • Maintaining staff stability as much as is possible, and
    • Ensuring compliance with the personnel policies and procedures.
  • Actively support the development and maintenance of agency policies and procedures

by:

    • Recommending changes to the Chief Executive Officer
    • Reviewing the policies and procedures on a regular basis
    • Regularly communicating and training staff on existing and new policies and

Procedures

  • Attend and contribute to meetings as required by the Chief Executive Officer
  • Liaise effectively with other agency operations to ensure the adequate coordination of

all agency resources

  • Ensure Client records are accurate and current and client data is entered and updated within the Client Database system
  • Inform the Chief Executive Officer of all relevant information effecting the operations

and reputation

  • Assist with the development and implement of operational and strategic plans
  • Resolve difficult, contentious and/or highly sensitive concerns and problems
  • Attend court proceedings concerning Child Welfare matters as required
  • Communicate effectively with representatives of the constituent communities
  • Promote cooperation with other community agencies
  • Positively represent the interests among community, political and government

Representatives

  • In the event of operational need, staff will be required to work temporarily at our remote head office location in Fort Albany, ON.
  • Other duties that may from time to time be assigned by the Chief Executive Officer

 

QUALIFICATIONS:

  • Bachelor of Social Work or Social Services Worker Diploma or willingness to attain.
  • Minimum of 3 years work experience with Child Welfare
  • A combination of direct experience working with families, groups and organizing

community programs.

  • Ability to work cooperatively with community leaders, members, and groups.
  • Ability to serve as a positive role model in the community.
  • Must have experience in working directly with First Nations.
  • The ability to speak Cree is an asset.
  • Good verbal and written communication skills.
  • Willingness to work flexible hours.
  • Willingness to travel.
  • Experience in writing proposals would be an asset.
  • Participation in Module training required.
  • Valid Class “G” Driver’s license.
  • Must provide a Criminal Record Check prior to employment.
