Position Summary
Reporting to the Deputy Director of Finance & Deputy Treasurer, you will be responsible for the monitoring and maintenance of the tangible capital asset recording and reporting system, in compliance with the Public Sector Accounting Board (PSAB) Tangible Capital Assets (TCA) 3150 and ensure corporate compliance to O. Reg 588/17, Asset Management Planning for Municipal Infrastructure. Working closely with the City of Timmins Asset Management Team, you will maintain the asset inventory, value the assets, determine depreciation methods and follow and adjust policies and procedures as required to meet the changing legislation. You will be providing key analysis to aid in long term financial planning and decision making of the City.
Duties
• Co-ordinate the collection and maintenance of all municipal asset inventories including roads, bridges, water, sewer, fleet, facilities and all other tangible capital assets
• Participate in, and support, the City’s Continuous Improvement Program (CIP) to identify improvements in the way we deliver services
• Update asset inventory data files, asset management files, insured values schedule, and CGIS data
• Complete capital asset accounting entries according to PSAB 3150 standards, and respond to audit inquiries related to these transactions
• Monitor corporate standards, systems and processes for fixed assets reporting and control
• Work with departments to assist in preparing and updating 10-year capital budgets
• Assist operating departments with the creation and review of business cases for capital projects
• Act as a key resource of the Asset Management Steering Committee
• Work with Asset Management working groups to revise estimates and assumptions associated with department specific asset management plans, including but not limited to revised lifecycle cost estimates, financing plans.
• Ensure new provincial funding support requirements are being met
• Special projects as assigned by the Director or Deputy Director of Finance
Qualifications
• Bachelor of Commerce, Business Administration or University Degree a related field
• Previous experience working in data analysis and business analysis roles, preferably in a municipal environment
• Superior data management and advanced Microsoft Excel skills
• Intermediate Microsoft Word and Outlook skills
• Completion or working towards completion of a CPA accounting designation considered an asset
• Certified Asset Management Professional designation considered an asset
• Familiarity with Municipal accounting, PSAB standards and O. Reg 588/17
• Familiarity working with CMMS systems
• Sound technical capital asset accounting knowledge
• Excellent project planning, research, problem solving and analytical skills
• Excellent verbal and written skills and strong interpersonal skills
• Proven ability to work well with others and independently
• Valid Class G Driver’s License
• Current and clear Criminal Record Check
